Description:
A while back the voters of Rockwall county refused to approve a $30 million bond issue for a new county courthouse. Apparently the voice of the people does not count for anything with some officials. The powers that be in the Rockwall county courthouse approved the bond anyway and have proceeded toward construction. Although they have not yet broken ground, they have added insult to injury by approving another $7 million bond. All of this during a major recession!!! How can this even be legal?!!!

This is the work of Rockwall County Judge Chris Florance. And it gets worse. The full funds for the original $30M were pulled and interest has been paid for some time now to the tune of a pretty significant amount each month (do the math on $30M at 5-6%).
To your question, it what Chris Florance, Rockwall County Judge, did IS NOT illegal in the State of Texas as there is no oversight to the funding laws that they invoked. In the court of public opinion, Chris Florance was not re-elected; yet, he has the remainder of his term to finish what he has started which has included expanding the project by $7M. A lot of damage has been done and the community will pay the price for this for years to come. For those passionate about this topic, you can read offical details at:

Still, what happened was wrong and will potentially ruin the community. According to Rockwall County records and journalism on the topic, the county is running a $3M deficit this year. Taxes will need to increase or other services will be cut.
You should pursue your passion through this site and others. In addition, you should write to your state and federal politicians as public awareness is the only way to make change.
