Description:
Every night from 5pm to 9pm these people are blasting the same christmas tunes over and over. I talked to the police but there is no real noise ordinance until 10pm. the music comes right through the walls and disrupts conversation, television, and quiet time. these people are insensitive to anybody else and think that what they like and want is what everyone else should like and want.

I assume you've already asked them to turn down the volume.
Many municipalities have rules about noise levels. You may need someone with engineering expertise in "sound" to help you with this, but this may be worth looking into.
