I am Black. I was Black when I was an Eligibility Technician I trainee with the Alameda County Social Services Agency as well. In that training class there were people of all races and different genders. I was the only Black male in the class. There were 2 supervisors. At first there was a Black one and a Hispanic one. Later, the Black one left and was replaced by a Hispanic female. The first Hispanic supervisor treated me in a manner different than she treated the others. This supervisor is named Monica Contreras. On July 10, she called me into her office and told me that she did not like me but did not explain why when I had inquired. She asked me to resign my position and I told her “No.” After that she told me that she was going to have to “write me up”. I read this ‘write-up’ and noticed it contained false information and I told her so. She prevented me from emailing a complaint to her supervisor that day but the following business day, July 13, I told her that I was filing a discrimination/harassment complaint with the civil rights officer.

Testifying under oath in a court of law, a former colleague stated that on that same day, July 13, she pulled me to the side and told me that she heard Ms. Contreras use my name with the word “NIGGER” used as an adjective. This witness said that Ms. Contreras indicated that “NIGGER” would not pass. She likely was referring to the class because the very next day Ms. Contreras amended her original ‘write up’ AFTER SHE KNEW OF MY DISCRIMINATION COMPLAINT and presented it to me (See video "Conference Memo", 2nd paragraph). The new ‘write up’ accused me of violating at least 2 civil service rules [2104(g), 2104(h) and 2104(j)] that could result in disciplinary action up to, and including, my termination (See attached document, Part A). I do not know why the Social Services Agency would allow a supervisor to amend a ‘write up’ AFTER that supervisor was informed that the employee she was ‘writing up’ had filed a discrimination complaint against her, but the agency apparently does allow this because it happened. Of course, the AMENDED write-up contained LIES (See attached document, Part B, a transcript of what was said during the meeting). I would have attached the audio file of this meeting but that might violate a particular California Penal Code. However the Alameda County Board of Supervisors has a copy of the recording.

The civil rights officer said that she would investigate my complaint. Her idea of investigating my complaint was to talk to witnesses and then decide whether or not the complaint was substantiated. Darleen Brooks, the civil rights officer, received a list of witnesses from me (the accuser) and Ms Contreras (the accused). Ms. Brooks decided to conduct her investigation by only talking to the witnesses provided by the accused. She chose not to interview either of my witnesses, even though I pleaded with her to do so prior to the class’ final exam (See video "Investigators Notes", and the names are in the left margin) which would determine whether or not a trainee would remain employed by the agency (The witness who heard Ms. Contreras use the word “NIGGER” failed this test according to the agency). In addition (If my memory serves me correctly, which it usually does) MS. BROOKS ALSO STATED UNDER OATH THAT IF SHE KNEW THAT MS. CONTRERAS CALLED ME A “NIGGER” THAT HER CONCLUSION THAT NO DISCRIMINATION TOOK PLACE WOULD HAVE BEEN DIFFERENT!!! Yet, Ms. Brooks went out of her way not to talk to the witness who could have provided her with that information…that is until my witness was fired for failing to pass a test. Afterward Ms. Brooks wanted to talk to her and THEN the County challenged her credibility even though I pleaded with them to speak to the witness before the test (See video "Talk To Witness", 4th paragraph).

Yolanda Baldovinos, the Social Service Agency director, stated that there have been no substantiated complaints of discrimination in the last 5 years. However, I would ask, “How can they ever substantiate a claim of discrimination if they do not talk to the witnesses who have evidence to prove that discrimination took place?” Imagine a criminal justice system where the only witnesses interviewed were those provided by the accused. You would never get a conviction because the accused would never provide you with the name of anyone whose testimony would do them harm. This is what the Alameda County Social Services Agency did [i.e. Oh, we talked to Ms. Contreras’ witnesses and they said she did not discriminate against you so therefore we concluded you were not discriminated against]. When questioned under oath, Ms. Brooks said that she “did not recall” me giving her the names of any witnesses though she could not explain why she had written the key witness’ name on the very first page of her investigative notes (See attached video Investigators Notes, and the names are in the left margin). Later she COULD recall why she had not spoken to this witness, even though earlier she did not recall me having given her any witness’ names. This is what is allowed to happen in Alameda County.

The Board of Supervisors was made aware of my allegations and I believe that they allowed Ms. Contreras to continue to serve as a training supervisor for the next class of Eligibility Technician I trainees, even though there is an audio recording proving that Ms. Contreras made false statements in her 'write up' of me as an Eligibility Technician I. Oh, you should also know that the trainee class was allowed to complete an anonymous evaluation of the trainers and supervisors once a trainer or supervisor had completed their ‘tour of duty’ in class. My class was NOT allowed to evaluate Ms. Contreras’ performance as a training supervisor. Kinda makes you wonder “Why?”

The same way you should be wondering ‘why’ their investigator would only interview the witnesses provided by the accused and none of the witnesses provided by the accuser. You might even be wondering ‘why’ Ms. Contreras was allowed to continue evaluating trainees when there is an audio file proving that she lied in evaluating my performance. Why, why, why. I have my own suspicions and you should have some too. We elect the members of the Board of Supervisors and if they knowingly allow this type of activity to take place under their watch maybe it is time for a changing of the guard.

I ACCUSE the Alameda County Social Services agency of promoting racial discrimination against Blacks, because they refused to investigate my allegations against my Hispanic supervisor.

I ACCUSE the Alameda County Board of Supervisor members (Nate Miley, Keith Carson, Scott Haggerty and Wilma Chan) of promoting racial discrimination against Blacks (even though 2 of the supervisors are Black) because they knew that no investigation of my complaint of discrimination had taken place and they did nothing to initiate a proper one.

Nothing can be done by the public to curtail the activities of the Social Services Agency employees however your vote can speak volumes to the elected members of the Alameda County Board of Supervisors. Sometimes politicians are in office so long that they forget that they have to answer to their constituents. As a resident of ANY county in America, would you not want your elected representative to look into any legitimate issue that you raise? The fact that the County of Alameda refused to investigate one of their own speaks volumes. I ask, how would you feel if your mother/father or son/daughter were killed by a Sheriff’s Deputy and you went to the authorities to insist an investigation take place and they do nothing? OR if they ONLY talk to those officers who were complicit in the death of your loved one, even though you told them that John Doe, who has a telephone number of 510-555-1212 and lives at 123 Easy Street, saw everything that happened?

It wasn’t that long ago when authorities in the South did just that. Louis Allen was murdered February 1, 1964 in Liberty, Mississippi and the FBI is only now investigating the crime…47 YEARS LATER. The police (white) came up with no evidence or suspects at the time of the crime. A reporter who spoke to Black individuals in 1998 was able to obtain statement(s) as to who was there and who pulled the trigger. The witness and the man who provided the statement are both dead NOW, but the assailant who was named is still alive and was allowed to live a normal racist existence after his heinous crime. Why? It is because no one investigated the crime until it was too late to punish the guilty (dead suspects/witnesses). In my case, Darleen Brooks would be ‘the police’ as she came up with no evidence of racism because she refused to talk to my witnesses. Monica Contreras is the ‘suspect’ allowed to live out her normal existence after committing the ‘crime’. The Alameda County Board of Supervisors would be the ‘F.B.I.’ who chose not to investigate the ‘crime’ after it was reported to them and irrefutable evidence submitted.

Residents of Alameda County, California who read this should speak with their votes. If Carson/Miley/Haggerty/Chan are disinterested in investigating allegations that could embarrass the County if proven to be true, then we should vote for whoever runs against them the next time they run for their district seats. The Tea Party made inroads on a national level. Let us stand up for ourselves on a local level as well and let them know that we will not stand for willful ignorance. I have included the contact information for the supervisors below should you wish to call them and verify the accuracy of my statements, or just wish to voice your concerns. For the fact of the matter is that Alameda County employees worked to cover up both the act of discrimination and my allegation of said act (See videos "No Discrimination Filed" and "Discrimination Disposition"). I was told two months after the Social Services Agency concluded it’s “investigation” of my discrimination complaint that I had never even filed a complaint.

In conclusion, you have the Hispanic woman who used the term “Nigger” still actively employed with the County of Alameda and the witness who heard her use this derogatory term and the person whose name she used in connection with this term having both been fired all because the County of Alameda refused to investigate a legitimate accusation.

yeah I got your point here. It is really hard if you child has been bullied about being a nigger. the only way to stop it is to accept it and never mind them.

Hello, I grow up In Japan and did not hear the work nigger until I got to the US. I looked it up and white people burned crosses on Black people's front yards, burned Black churches, lynched people, ran them out of town, did not let them vote, had "Sunshine laws" where you could not be in town after dark (favored in California and Oregon) and denied Blacks education whenever possible (14 states had laws on the books before Emancipation). I do not want to get into the "institutionalized racism" of banks, city zoning, real estate (poison loans. No one convicted), and the others because the anxiety of being Black must be depressing and stressful enough. Is it twenty-four hours in prison or free to have the happenstance racism of not being hired or losing love ones to the justice system or just you hateful stare or being followed around the store.
The prison guards gave a million dollars to a Oakland Major candidate who supported a put them behind bars and "throw away the key" policy!! Black/Brown prisoners are a multibillion dollar business that is bankrupting the state but no Blacks in your work place or your living room! Jerry Brown stopped prison rehabilitation and promoted recidivism.

The minority schools do not get up-to-date books, qualified teachers, and have classes to prevented to succeed on purpose. French/German/Spanish without audio tapes, math that stops at algebra, no biology class, and lax attendance procedures. The bad thing about this is that a significant portion of American White people do not get along with non-whites. They do not want them in their living rooms, dating their children, competing for jobs, or getting angry on the streets because some think tank figured out a way to break up Black families (passed a law saying that if a male was in the household the woman could not collect assistance) to make them less a political threat. Drugs have been dumped in the minority communities by federal agencies and automatic weapons trafficked along with them. If you get feisty and organized because of your treatment the FBI and the local police will harass or monitor your movement and make you lose your job by spreading rumor or threating your boss with their presence.
It is the stress that kills you sooner or later. The Indians mostly did not make it. The Mexicans lost half their country and were kicked out and getting kicked out again even though we collapsed their economy with NAFTA. Woman everywhere are oppressed by the Man (some marry him for the money) and Blacks have their relationship boil with stress over money, depression, and lost opportunities.
I have not even talked about the entire number of White Supremest groups in California. There are 68 known groups!! They do not sit around playing Bingo. Some of them require you kill a minority to join!!! Most of this activity in California is directed at the Mexican/Latinos but the traditionalist want darker meat.

Lazy!! I am tuckered out just listing the day-to-day crap that flows behind the forehead of people who have 10 times the wealth of a Black person and thinks nothing about Black people spending 25 to life in prison because they are purposely not prepared to compete in the workplace or the business arena...duhh Chris Rock got it right when he asked a white guy if he would take a few million and be Black and he refused...the stress is there to keep you down and it is the number one killer depending how much you get and how often the Man can get to you.

Sorry about your incident, BUT do you not realize that this also takes place when hispanics, whites and other are the mimority? For the socialwrk that left the last comment, It really isn't the darkness of the skin people dislike. It's the difference, the attitudes, crime and government assistance that pisses others off.

NIGGER is just a word, but a word that most blacks mainly the young ignorant blacks use more than anyother race. I've even heard several blacks say that the reason they use the NIGGER WORD so mush is that they own the word. Is that ignorance at work or what.

Maybe the reason why your situation did not go so well is because your complaint was toward another so-called minority. I know for a fact that if your complaint had be with a white person, your complaint would have been BIG NEWS all the way to the White House. GET A GRIP, HELL LOOK AT ALL OF THE CRAP THAT THE WHITES HAVE TO PUT UP WITH AND DEAL WITH THAT ALL MINORITIES START OR CREATE.

I have a Lady friend that is white, works for the City of Dallas Tx, and is the minority there surrounded by the majority of blacks. The majority of blacks make her job and life a living hell. This lady friend told me that she now knows what the term (Reversed Racism)is.

So I guess since I speak my mind, facts and thoughts, I to am a NIGGER HATER? Not a hater, I just dislike most blacks simply because most black 11% of the 13% of the black population have been in prison, has friends or family that is or has been in prison, is getting some type of government assistance, has family or friends that get some type of government assistance verses the 9% of the 40% of whites that make up the population in america.

If I owned a large business or company, I would not hire blacks, because I would be opening myself up to lawsuit after lawsuit among other bad issues.

Judge Mathis always says that blacks are victims of society-BS. Most blacks arew victims of there own kind. If you try to educate them, most drop out due to poor and lazy parenting, one parent, drugs, crime, gangs and simply thinking that its cool tobe dumb.
