This particular the person decides to use my drivers license without telling me, Then I get a letter in the mail about tickets that did not know about.I went and press charges,but decided not to do it and just get the tickets cleared out of my name into hers. I thought the situation was over and moved on with my life until the next year I receive another letter in the mail saying that I have surcharge fees which we all know can be drastic. Surprised and shocked I called the surcharge office and they informed me that I received a ticket for not having my baby strapped down correctly and for speeding the following day that this person used my name and got tickets. This was shocking to me because I knew I hadn't received any tickets.Turns out that she had got four tickets in my name total and I didn't even know.When I spoke up about it I was deemed an out cast and deemed to betray my family because I told.Moreen begged me to not to tell and get this person thrown in jail so I did and Moreen gave me money to pay all my surcharge fees to that page accumulated, feeling down a stressed about having this on my record I paid the fees and charges and waited for the next year when I would have to pay more money for the next 2 more years. Finally I got a break I was told that I would have to pay anymore fees unless i got more tickets. happy and excited I revealed this to Moreen she replied I need some of my money back. I as heart and shocked and turned her down. She became angry and told me that she didn't want to have anything else to do with me.She stopped talking to me and visiting.Once again I was deemed an out cast.

By choosing not to press charges in the first place, you basically gave the con-artist the "green light" to continue to use your identity without any trouble.
As soon as someone commits fraud against you, you need to follow through with the authorities to get it stopped, and to ensure that they know you really aren't the one behind it. By paying, without protesting, you are taking responsibility for actions that are not yours, and now you probably have a record of the driving infractions and anything else that they might have done that you aren't aware of yet.
Also, you should have asked for a new driver's license number. The justification that someone is forging your identity is a reasonable one to use in making such a request, and with this the next time they get caught doing something wrong and they present your driver's license number, the police will see that it's not a valid number and then they'll have to prove that they are who they claimed to be -- as far as I know, police take a really strong dislike to fraudsters who try to mislead them with fake ID.
Regarding other family members trying to convince you to make those people stop, either they don't have a backbone (and apparently think you don't either, which seems to be correct because you let them convince you not to do what's right and report their criminal activity), or they are in on the fraud.
